The annual Chiang Mai Flower Festival will be on the 1st, 2nd and 3rd of February. The parade with floats is on Saturday morning. I understand it goes from the Nawarat Bridge, down Taphae Rd, turns left down the eastern side of the moat. Then it will turn right along the Southern side (outside the moat), right again up the Western side of the moat until the first road that allows you to go inside the moat (Ratchamanka Rd), then it will head south and stop just along from (east of) Buak Hat Park. Sorry I don't know what time the parade will begin or end.

According to this website, the Flower parade starts at 8 AM from the train station to the bridge and continues on the route that Neil describes in his post.
